oh and this guy nailed it in the comments section:

You're already looking down on smokers by generalizing them into a group of people who do not want to pay for their actions. They just don't want to pay for their actions if nobody else has to pay for their actions."

Thing is, insurance is supposed to spread risk. It is simply punitive to deny people coverage -- when they are pauing their premiums -- because the powers-that-be disapprove of particular habits. Do motorcycle owners pay more for medical coverage?
